Herman Diederik Tjeenk Willink (born January 23, 1942) is a Dutch politician of the Labour Party (PvdA). He is the Vice President of the Council of State since July 1, 1997.

He previously served as a Member of the Senate from June 23, 1987 and became the President of the Senate on June 11, 1991. He resigned both positions on March 11, 1997 when he became the Vice President of the Council of State taking office on July 1, 1997, and therefore the most important advisor to queen Beatrix.
